Sheila Harley, Esq., MSW

President

 

HBG is led by Sheila Harley, Esq., MSW, who has more than 20 years of business development and professional experience winning millions of dollars of contract awards in the Federal sector, principally at the U.S. Department of Health and Human Services (HHS).  She is a senior-level executive and independent consultant with an impressive track record in business development. Ms. Harley has garnered more than $100 million in contracts and grant dollars from multiple Federal and States agencies.

 

Ms. Harley has unparalleled access and contacts throughout the Federal sector, particularly at the U.S. Department of Heath and Human Services (HHS), Department of Transportation, Department of Education, the HHS Regional Offices, and state/local health agencies nationwide. She has assisted clients in winning multiple contract awards in all HHS OPD.

Ms. Harley also maintains a close working relationship with Small Business Administration (SBA) Specialists, Office of Small Disadvantaged Business Utilization (OSDBU) staff, and Program Officials throughout the Federal sector. She also has an extensive network of small business contacts in the global business community. These strategic relationships and the ability to gather reliable business intelligence (G2) have been central to Ms. Harley’s success in growing new business and expanding existing client engagements.

Ashley Kershaw has worked in the fields of business development, strategy, and content development for over 10 years with clients in technology and entertainment.

 

She is currently on the board at Submix, Inc- an audio technology company, a member of the Recording Academy and a member of Alpha Kappa Alpha Sorority Inc.
